GEPF Retirement Benefits Fund is currently seeking to recruit suitably qualified and completent Tanzania to fill the existing vacancy in the position of Principal Actuary. The incumbent is expected to perform his/her duties in line with the institution rules and regulations to ensure a better and results.

Position Title: Principal Actuary

Qualifications

  • Holder of Master`s Degree in Actuarial Science, Statistics, Economics or business administration from recognized institution and the first degree should be a degree in Actuarial Science or Statistics with at least eight years working experience in a similar field.
  • Must be a computer literate.
  • The candidate with first degree in Statistics must have Masters degree in Actuarial Science.


Duties and responsibilities

  • Serve as technical advisor to the fund on the viability of the scheme and funding activities.
  • Conduct Actuarial investigations and valuations
  • Conduct valuation of Fund`s liabilities.
  • Review of investment performance.
  • Monitor and manage fund`s risk.
  • Conduct and maintain benefit comparison studies for the fund and plans of comparable size.
  • Ensure legislative adherence to any benefit changes introduced.
  • Conduct studies, research and analysis of proposed hanges to determine impact and effect.
  • Prepare for papers on valuations, experience analysis, legislative changes for submission to the Board of trustees.

  • Conduct demographic reviews of the Fund`s members.
  • Provide, if requested, advisory actuarial service to the Government and other Public organs on matters such as social insurance and persons.
  • Perform any other related duties as may be assigned by the superiors from time to time.

Who we are:

OXFAM has been working for the Burundi Refugee Response since May last year with initial activities inemergency water supply, Sanitation and health promotion services for refugees. Oxfam has continued to lead on setting up of WASH facilities in refugee's camp in Kibondo and Kasulu. In light of this;
We are currently looking for a dynamic and knowledgeable WASH Coordinator to enhance the impact of our work.

Roles and Responsibilities:

  • In this role you will report to the Humanitarian Programme Manager and you will be responsible for the: following:
  • To coordinate and standardize/harmonize WASH activities/approaches within Oxfam teams and in all refugee camps in Kigoma implemented by different agencies
  • To represent Oxfam at the various coordination meetings at a local and national levels ensuring compatibility with overall commitments and policy/programme priorities in OGB refugee programme.
  • Collate and prepare WASH reports, and future proposals in time and document or manage documentation of technical learning, innovations and best practices.
  • To coordinate and manage WASH team(s) in all the camps Oxfam is currently responding to in Kigoma on full potentials, ensuring integration at all the teams. It includes line management of PHP Team
  • Leaders & PHP Technical team Leader under a workable and accountable management structure.
  • To support, often lead and carry out assessments of the public health situation of the refugees in new or existing camps. This includes drafting ToT, checklist, briefing, etc.
  • As necessary, recruit, train and supervise Public Health engineering/promotion team leaders, consultants and other PH staff. This may involve the writing of job descriptions, work schedules, training plans and appraisals.
  • To ensure that all work is carried out in a way that is sensitive to community needs and gender issue in particular to promote the full and equal participation of women in all aspects of the work and to ensure that Oxfam's response is in line with the needs of the refugee
  • To ensure that work aims to meet Minimum Standards and adheres to Oxfam's emergency guidelines and protocols
  • Strategic support to develop Public Health strategy encompassing sustainability and exit strategy.
  • To step in to gap filling roles both upwards and downwards. The work may include management and administrative duties and co-ordination with other members of the project and with staff of other organizations based at national, regional and headquarter level.
  • To brief press, media, other agency staff and Oxfam supporters as agreed with the line manager, Country Representative, Humanitarian Department and Press Office.
  • To ensure that all PH staff are familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes (e.g. InterAction Field)


Skills and Competencies

The candidate envisage this role should have the following qualifications;
  •  A suitable qualification in any discipline relating to Public Health Engineering/promotion is necessary educational background. Experience could substitute for a formal qualification, but not vice versa.
  • Most importantly, five years' practical experience in developing countries in appropriate WASH. It is desirable that some of this should have been in emergency refugee programmes and WASH coordination role. The post holder must be aware of and sensitive to the particular needs of women in this context.
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior UN/government levels. The post holder should also be at ease in working with local people. "
  • Willingness to travel at short notice, and often in difficult circumstances.
  • Well-developed interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Good written and spoken English is essential. Other language(s) (desirable) i.e., Arabic.
  • Sympathy with the aims and objectives of Oxfam.

In order to strengthen its organization KVTC has created new position of Natural Woodland and conservation manager to assist in maintaining and improving the management of the natural forests and conservation areas on its landholding. The Natural Woodland Manager will be the key person for implementation of sustainable harvesting trials to be initiated in cooperation and collaboration with the surrounding communities.

Job Title: Natural Woodland and Conservation Manager

Function Description

Conservation Management

  • Work with a team of Village Game Scouts to patrol and safeguard the natural woodland and conservation areas.
  • Analyze patterns of illegal logging, poaching and wildfires and develop strategies to combat these activities.
  • Build strategic alliances with communities and local governments to combat illegal activities.
  • Ensurethe establishment and implementation of a monitoring and reporting system measuring performance against conservation plan.


Natural Woodland Management

  • Be the lead person for the development of KVTC`s natural woodland strategy which will include the transition from a 100% conservation approach to a more incluslve management philosophy with the involvement of surrounding communities.
  • Develop and implement forest management plans for the natural woodland areas.
  • Develop inventories, quality assessments and sustainable offtake quantities for the various management units.
  • Train and develop staff in the management and operations of natural woodland areas.
  • Ensure all activities developed are in line with forest stewardship council requirements.
  • Ensure the establishment and implementation of a monitoring and reporting system measuring performance against forest management plan.


Community Relations

  • To detect and handle complaints, disputes and grievances of communities and to report these to the CEO.
  • Work together with the Social Manager to integrate the conserfvation and natural woodland programs in the overall CSR strategy of the company.


Budget, Financial Management

  • Prepare conservation and woodland management budgets develop funding proposals for the same.


Other

  • Performs other duties as requested by the CEO or his/her designete.


Candidate Profile
Qualifications

  • BSc or MSc in Forestry or Conservation Management


Skills

  • Fluent in English and Kiswahili
  • Computer literate (MS Office)
  • Qutstanding communication and presentation skills.
  • Coaching and leadership skills.
  • Preferably experience with GPS and GLS programs


Experiences and Ability

  • Preferably worked in forestry or Ago-Processing industry or other industrial Environment.
  • Practical knowledge working with forest communities.
  • Experience working with conservation NGO`s (local) governments and management of project budgets.
  • Experience with fund raising and communication with funders.
  • Experience with forestry certification systems.
  • Ability to work in remote and challenging conditions.

We are looking for an experlenced and dynamic country representative based in Dar es salaam, Tanzania to manage a large, diverse and high performing platform. The program has over 200 staff, with a solid donor base and is well positioned for further growth. The CR oversees social marketing and social franchising activities with a network of over 250 private sector clinics. Efforts to improve cost recovery of its products and services, is a strategic priofity. All programs are reviwed and analyzed through a total market approach lens to identify and address market failures. The user centered design approach forms an integral part of developing interventions that especially inpact adolescents. Women and chidren in Tanzania, You will introduce PSI to new partners especially in the commercial sector and strengthen relationships with existing ones. You will serve as PSI-Tanzania`s biggest advocate fr private sector approachesto public health challenges.

Your Contribution

You will be responsible for the overall development, management (financial, administrative, and programmatic), and representation of PSI`s activities in Tanzania. You will:
Build Institutional Strength

  • Foster the institutional development of PSI Tanzania through strategic planning, program development, financial sustainability, strengthening the Board of Trustees and maintaining strong connections to the PSI Network.
  •  Fundraise for existing and new activities and expansion of the health program`s portfolio
  • Maintain and foster external relations with strategic partners such as government institutions and donors such as Global Fund, KFW, DFID, USAID, and private founcations.


Lead program planning and execution

  • Provide quality and timely management oversight of all current donor projects including meeting programmatic and financial deliverables,
  • Develop and steward annual and specific project budgets consistent with both organizational and donor requirements.
  • Meet financial and other reporting requirements as required by donars and PSI/Washington.
  • Oversee total market approaches for all the health areas to identify and resolve market failures that prevent attainment of health impact
  • Monitor development and implementation of marketing and annual work plans, and serve as the catalyst for the creation of new health products and services.
  • Develop innovative distribution systems and/or maintain the existing ones at a high level of effectiveness.
  • Track sales and distribution figures as well as the performance of the sub recipients including the distribution network.
  • Supervise evidence-based research activities to support social marketing and franchising decision making in order to evaluate and measure program effectiveness and to maximize health impact.


Manage Talent

  • Oversee a vibrant and diverse team of fechnical and wrketting staff, building local technical, management and leadership capacity.
  • Guide operations in 4 zonal and 11 regional offices with a purpose of building depth in the capacity of national technical, administrative, sales and marketing professionals. This includes recruitment, development, training, and supervision.
  • Develop and maintain systems that ensure the safety and security of the team and PSI assets in all aspects of its work according to best practices, PSI operating standards, and field realirties. Liaise with the Global security department and regional director on crucial events, high-risk periods, incident reporting and security policy changes.
  • Develop and enforce field office administrative polices. Promote and demonstrate an ethical environment in line with PSI`s values of honesty and acting with integrity. Support the application of appropriate internal controls to protect PSI`s assets.


What are we looking for?

  • You have at least 15 years of experience managing people, budgets and public health program.
  • You have an MBA, MPH, MD or other relevant degree.
  • You have lived and worked in adeveloping country preferably in Africa.
